070(A) requires owners and occupants of single-family homes to segregate organic waste, apart from food waste and food-soiled paper, from the regular garbage by placing it in the curbside recycling container, a yard-waste container or dumpster, or by self-hauling it to the Eastern Regional Landfill, a yard-waste drop-off event, or another recycling facility. 085 if it cannot practically comply. Subsection (C) is the commercial tier required by SB 1383: any commercial generator producing two cubic yards or more of solid waste a week must segregate recyclable food waste into a labeled, separate receptacle, train employees, contractors and volunteers on the segregation requirement at least annually, and separate non-food organic waste as well, whether through a recycling container, a yard-waste subscription, or self-hauling; a generator not required to separate food waste may still pursue community composting or on-site management.

Subsection (D) lets any generator self-haul organic waste directly to a processing facility instead of subscribing to franchisee service, but a commercial or multi-family self-hauler must keep delivery receipts, weight tickets, and cubic-yard or tonnage records for every load and produce them to the Town on request, recording the receiving facility even when no scale is available. 02's general penalty schedule applying to every subsequent violation.
