Frederick, MD Trash & Recycling: Recycling Requirements (2026)

Section 10-11, the general provision opening Article II on refuse collection and disposal, states plainly in subsection (d): "The City provides recycling to the Downtown Commercial District only. " The same subsection clarifies that Chapter 10's provisions do not apply to collection or disposal of recyclable materials by the County or its agents, meaning County-run curbside recycling for the rest of the City operates outside this municipal chapter entirely. The Downtown Commercial District itself is precisely defined in § 10-1(e) as nonresidential properties fronting specific named street segments, including stretches of North and South Market Street, East Street, and East and West Patrick Street, so the recycling service area is narrow and commercial rather than residential.

Section 10-11's other subsections establish the City's collection authority under Maryland Annotated Code, Local Government Article, § 5-209(d); confirm that City refuse collection is otherwise handled directly by City employees and equipment; let the Board of Aldermen create service districts and set service charges; authorize the Director to arrange bulk trash collection; and allow the Director to discontinue refuse service to a customer who violates any part of the article, in addition to any other penalty. Residents outside the Downtown Commercial District needing recycling service must therefore look to Frederick County's program rather than a City ordinance.
