California SB 1383 requires all Galt residents and businesses to subscribe to organic waste (green cart) collection and keep food scraps, food-soiled paper, and yard waste out of the landfill cart. Edible food recovery rules apply to Tier 1 and Tier 2 commercial generators.
SB 1383 (Lara, 2016) mandates a statewide 75 percent reduction in organic waste disposal by 2025 and 20 percent recovery of edible food. Galt implements SB 1383 through its franchise agreement and Galt Municipal Code Title 8 organics requirements. All residential accounts must use the green cart for food scraps (meat, dairy, produce, bones), food-soiled paper (napkins, pizza boxes), and yard waste (grass, leaves, branches). Commercial generators (restaurants, grocery stores, schools) classified as Tier 1 (supermarkets, food distributors, wholesale food vendors) beginning in 2022 and Tier 2 (restaurants, hotels with food facilities, large venues) beginning in 2024 must arrange edible food recovery with a food recovery organization. Galt and CalRecycle conduct compliance reviews. Contamination of the green cart with plastics, metals, or glass can result in service interruption or contamination fees.
CalRecycle requires enforcement. Penalties start at 50 dollars per violation escalating to 500 dollars per day for chronic non-compliance under PRC section 42652.5.
