Recyclables (clean paper, cardboard, rigid plastics #1-#7, metal cans, glass) go in the blue cart. Plastic bags, film, polystyrene foam, and textiles do NOT belong in the blue recycling cart and are considered contamination. Businesses and multifamily properties must also subscribe to organics service and arrange edible food recovery (Tier 1 generators since 2022, Tier 2 since 2024) to a food bank or recovery organization. CalRecycle and the City may audit compliance. Folsom issues courtesy notices before escalating to administrative fines beginning at $50 and rising to $500 for repeat violations per SB 1383's state enforcement framework.
