Republic Services is Folsom's exclusive franchised hauler for residential solid waste, recycling, and organics collection. Weekly service includes one trash, one recycling, and one organics (green/food waste) cart. Collection day depends on address; carts must be at the curb by 6:00 AM.
Folsom Municipal Code Chapter 6.10 establishes the exclusive franchise agreement with Republic Services for residential and commercial solid waste. Single-family residents receive three wheeled carts: gray (landfill trash), blue (recycling), and green (organics/yard waste and food scraps under SB 1383). Carts must be placed at the curb with lids closed, wheels against the curb, and at least 3 feet of clearance on all sides from obstacles such as vehicles, mailboxes, and other carts. Setout time is no earlier than 6:00 PM the evening before collection and carts must be removed from the curb by the end of collection day. Missed pickups are reported to Republic Services. Service rates are set by City Council resolution and adjusted annually.
Unauthorized haulers violating the franchise are subject to citation. Improperly set-out or late carts may be skipped. Scavenging from recycling carts is prohibited under state law (Public Resources Code Β§41950).
