Folsom, CA Trash & Recycling: Illegal Dumping (2026)

The waste and recycling chapter defines "illegal dumping" broadly under Section 8.32.005(Y): throwing or placing, or directing someone else to throw or place, solid waste, rubbish, trash, garbage, debris, recyclable material, organic waste or hazardous waste anywhere other than in a proper receptacle, whether on another person's private land without permission, on public land or water, or in any public place. Section 8.32.250 ties a specific application of that definition to the city's bulky waste program: curbside items that don't match the accepted list of green waste, lumber, furniture, mattresses, lawn mowers with fluids removed, barbecues with propane tanks removed, metals, large appliances and tires count as illegal dumping and draw the penalties in Section 8.34.040 of the litter control chapter.

That section makes a first violation an infraction of up to fifty dollars, a second violation within a year up to one hundred dollars, and each additional violation within a year up to two hundred fifty dollars, with every day a stationary violation continues counting as a separate offense unless the city has given a correction period. The police department, code enforcement, or another city employee designated by the city manager can enforce the chapter, and the city may pursue any other remedy under Chapter 1.09 on top of those fines.
