Section 59-19 defines commingled items, the only materials the city's recycling program accepts, as flattened plastic bottles or containers coded no. 1, no. 2, no. 3, no. 4, no. 5, and no. 7; unbroken glass bottles of all colors; flattened aluminum cans; and crimped tin cans. Paper items are handled as a separate recyclable category under the same section, covering dry, non-yellow newsprint with slicks and ads, junk mail, and telephone books, magazines, and catalogs. Section 59-24(b) then makes placement mandatory for what qualifies: 'all commingled items shall be placed in recycling bins for collection,' meaning a resident cannot simply toss a plastic bottle or aluminum can into the regular polycart instead.

That polycart use rule, section 59-24(a), separately bars construction materials from being placed in polycarts while allowing grass clippings and leaves to be commingled with garbage or trash rather than recycling. Contamination is addressed through section 59-31, which makes it unlawful to deposit materials not included in the code's definitions of garbage, recyclable material, rubbish, or brush into any collection container, and separately bars depositing burning matches, charcoal, or embers into any collection receptacle. The recycling bin itself, defined in section 59-19, is a green 18-gallon container the contractor delivers to each residential unit specifically for these commingled items.
