Farmersville, TX Trash & Recycling: Dumpster Rules (2026)

Section 59-25 governs dumpsters used for nonresidential, multi-family, or residential uses alike. The independent contractor holding the city's solid waste franchise, or the third party who owns the dumpster, must keep it in safe, clean, painted, and sound condition. Every dumpster must sit on a concrete pad at least as large as its footprint and strong enough to hold it fully loaded, with a lifting apron extending at least ten feet from the front of the dumpster so a front-end loading truck can service it; where two or more dumpsters sit side by side, the code requires a minimum four feet of maneuvering space between them, and driveways must be built to carry a 56,000-pound gross vehicle weight sanitation truck.

Dumpsters placed into service on or after January 1, 2015 must be enclosed in a minimum six-foot-tall enclosure or otherwise screened from public view, with at least a 12-foot opening for collection access; a three-sided enclosure is preferred, and any gates must stay closed and in good repair. Lids must be kept closed at all times, and dumpster improvements generally belong behind the building line, clear of sidewalks, curbs, alleys, easements, rights-of-way, and overhead utility lines, with upkeep of the pad, apron, and enclosure falling to the property owner.

Dumpsters already in place and in active use before October 1, 2014 may stay at their existing location under a grandfather clause, so long as they don't violate the liquid-waste, lid, or setback provisions and aren't relocated or enlarged.
