' Commercial customers face the same rule triggered by utility service, any commercial customer who has electric or water service is required to carry garbage service through the city-authorized contractor and pay the required fee, though the dumpster size is left to the customer's discretion, and businesses may share a dumpster if a written sharing agreement is filed at city hall, or contract independently for a 30-yard or 42-yard roll-off if an eight-yard container proves inadequate. Section 59-30(a)(2) fills in the schedule itself: residential fees 'provide for residential collection once per week,' and any residential customer with electric and water service, or who simply inhabits a residential unit, must carry garbage service through the authorized contractor.

Customers outside the city limits are charged 200 percent of the standard residential rate for the same weekly service, and brush collection is not extended to those nonresident accounts. All of this runs through the franchise structure set out in section 59-21, under which an independent contractor holds the city's exclusive garbage and refuse collection franchise.
