Summary
Sedona treats recycling containers the same as trash containers when it comes to upkeep: they must stay clean and sanitary, odorous material must be bagged and tied, and lids have to stay closed between pickups. Only the responsible party or the service provider may touch a container.
Any user of a solid waste or recycling container provided by a service provider shall be required to use and maintain the container as follows: 1. Cleaning. All containers shall be used, maintained and stored in a clean and sanitary condition. 2. The user shall bag and securely tie all putrescible material in solid waste containers, thereby maintaining the container free of intense odors, evidence of flies in any stage of development, and any other nuisance or threat to public health or safety. 3. Lids or Covers. Between collection days, the lids or covers of any container(s) shall at all times be kept fully closed and secure in such a manner to prevent intrusion of moisture, infestation of insects, and scattering of solid waste or recyclable materials.

070(C) applies the same maintenance standard to any solid waste or recycling container supplied by a service provider. Containers must be used, maintained and stored in a clean and sanitary condition; users must bag and securely tie any putrescible material so the container stays free of intense odors, fly infestation and other nuisances; and, between collection days, lids or covers must stay fully closed except when the container is actually being loaded or emptied, to keep out moisture and insects and to stop material from scattering.

Violations & Fines
Violating the container maintenance rules, including overfilling or letting recyclables scatter, carries the SCC 8.05.100 penalty schedule: $100.00 for a first violation, $200.00 for a second within 180 days at the same premises, and $250.00 to $2,500 for later violations under SCC 1.15.010.
