Fort Collins, CO Trash & Recycling: Valet Trash Rules (2026)

The City banned valet trash collection outright when it amended the 2024 International Fire Code under City Code § 9-2. 1 to state flatly that valet trash collection shall be prohibited. Valet trash programs, where a private contractor collects bagged household waste left outside individual apartment doors or in hallways each evening, are common at multifamily complexes in other Colorado cities, but Fort Collins classifies the practice as a fire and life-safety hazard because bagged waste staged in corridors and stairwells obstructs the means of egress the same fire code protects elsewhere.

The Poudre Fire Authority, acting as the City's Fire Code Official under § 9-1, administers and enforces the fire code citywide, including this prohibition, through inspections of apartment and condominium properties. Property managers who currently use valet trash vendors must switch to centralized dumpster or compactor collection, or curbside cart service, to remain in compliance. The prohibition applies regardless of whether the hauler uses covered bins, scheduled pickup windows, or odor-control measures; the code draws no exception for a particular collection method. A property found in violation may contest a correction order through the Fire Board of Appeals under IFC Section 112, the same board that hears general fire code appeals, though it may not waive the underlying prohibition, only interpret how it applies.
