Summary

Fort Collins requires every licensed solid waste collector to give residential customers curbside yard trimmings pickup under City Code § 15-414. Service runs at least once a week from April 1 through November 30. Since September 30, 2024, collectors must automatically enroll customers in the service and fold the cost into basic charges unless the customer opts out.

(a)Residential service required. Each solid waste collector licensed by the City shall make available to each residential customer receiving solid waste collection services, including customers receiving solid waste collection services through a group account, and shall provide to a residential customer upon request curbside collection of residential yard trimmings at least once per week from April 1 to November 30 of each year. As of September 30, 2024, each solid waste collector licensed by the City shall enroll each residential customer receiving solid waste collection services, including customers receiving solid waste collection services through a group account, in curbside collection of residential yard trimmings to be serviced at least once per week from April 1 to November 30 of each year and offer each residential customer the option to decline such service.

Full Breakdown

Section 15-414(a) requires each licensed collector to make curbside yard trimmings pickup available to every residential customer, including those on a group account, at least once a week during the growing season, April 1 through November 30. Before September 30, 2024, customers had to request the service; as of that date collectors must enroll each residential customer automatically and instead let the customer decline it. Subsection (b) lets collectors set their own rates for yard trimmings, but bars listing it as a separate line item on bills starting September 30, 2024: the charge folds into the basic service rate unless the customer has opted out entirely.

Subsection (c) controls disposal: collectors cannot commingle yard trimmings with solid waste or recyclable materials, and cannot dump yard trimmings at a landfill; the material must go to a location or facility permitted for yard trimmings recycling, reuse, or composting. "Yard trimmings" covers clippings, wood, branches, leaves, and twigs designated for collection by the City Manager under § 15-416, and the definition sits in § 15-411 alongside the rest of the Solid Waste Collection and Recycling Services article. Because the service now defaults to "on" for every residential account, a resident who never asked for yard waste pickup should still be receiving it in season unless they filed a decline with their hauler.

Violations & Fines

A collector that fails to provide the required weekly seasonal service, dumps yard trimmings at a landfill, or mixes it with trash faces license suspension or revocation under § 15-428, which can run up to six months for a suspension or bar relicensing for a year on revocation, following ten days' written notice and a hearing on request. Operating without the underlying collector license is separately unlawful under § 15-431 and prosecutable under § 1-15.

Frequently Asked Questions

Do I need to sign up for yard waste pickup in Fort Collins?
Not anymore. Before September 30, 2024, § 15-414(a) required residents to request curbside yard trimmings service, but the code now requires collectors to enroll every residential customer automatically for weekly pickup from April 1 through November 30. You can still decline the service if you don't want it.
Will yard waste show up as a separate charge on my bill?
No. Since September 30, 2024, § 15-414(b) prohibits collectors from listing yard trimmings as its own line item; the cost is folded into your basic solid waste service rate unless you have declined yard trimmings collection altogether.
Can my hauler just dump yard waste with the regular trash?
No. Section 15-414(c) bars collectors from commingling yard trimmings with solid waste or recyclables and from disposing of it at a landfill. It must go to a facility permitted for yard trimmings recycling, reuse, or composting, and a collector that violates this risks losing its City license under § 15-428.
