Section 12-18(b) of the Municipal Code controls where residential and commercial refuse and recyclable material containers sit between collection days. 11 must be screened from public view; property owners cannot simply leave a poly-cart, dumpster or roll-off visible at the curb all week. The screening rule relaxes only in a narrow window: containers may be moved to curbside, as defined in Section 15-411, on the collection day itself or within the twelve hours immediately preceding the regularly scheduled collection time. Regardless of timing, refuse containers and recyclable materials can never be placed on the sidewalk, and they cannot sit in any location that impairs or obstructs pedestrian, bicycle or vehicular traffic.

The same twelve-hour curbside window and traffic clearance requirements apply to plastic bags used in place of a rigid container under Subsection 12-18(c). Tampering with a properly placed container is separately prohibited: Section 12-20 bars anyone other than the collector, the owner, or the owner's agents from moving, opening or disturbing a container's contents, and makes a pet owner responsible if their dog, cat or other pet damages a container or scatters its contents. Together, these placement and screening rules are meant to keep collection areas orderly between pickups while still giving haulers and residents a workable set-out window before trucks arrive.
