Sec. 21-12 governs yard waste, heavy brush, clean wood waste, and bulky item collection. These materials may be set out only on the specific day designated for that property address, and may not go out earlier than the designated day, though the code allows a defense to prosecution if items were set out after the authorized period but before the scheduled pickup window closed, or if the department itself was delayed. Grass clippings, leaves, weeds, and other small yard debris must be bagged or placed in a receptacle.

Materials go in the same location as regular garbage collection, generally the curb or alley, and may sit in the right-of-way but never on street pavement, in a gutter, on a sidewalk, or in a drainage ditch, except where the director allows a roadside ditch for lack of any practical alternative. Collection is capped at one truckload per scheduled pickup; each additional truckload draws an added assessment under Sec. 21-40(a)(9), billed to the next monthly statement. Mixing non-compostable waste into a yard waste pile, or setting materials out on an undesignated day, can trigger further surcharges under Sec.

21-40(a)(10) and (a)(11). For tree parts, limbs may not exceed ten feet in length; tree trunks under one foot in diameter may not exceed ten feet in length; and trunks or root balls over one foot in diameter are capped at five feet in length. Bulky items must be separated into three distinct piles: non-grindable materials like mattresses and furniture, metal appliances and metal materials, and tires, which are separately limited under Sec. 21-18. Piles can't be stacked in a way that blocks a motorist's view.
