Sec. 22-133 sits inside the Dutch Elm, Emerald Ash Borer and other diseased tree article, but subsection (b), captioned "Jurisdiction," reaches beyond disease control. It gives the City control of all street trees, shrubs, and other plantings now or in the future located in any street, park, public right-of-way, or easement, or other public place within the City limits, and gives the City the power to plant, care for, maintain, remove, and replace them. The same subsection also gives the City control to remove such trees, shrubs, and plantings on private property within the City limits.

Practically, this means a homeowner cannot unilaterally select or install a parkway (terrace) tree species between the sidewalk and the curb without deferring to the City, which the City Forester administers under the powers set out in the rest of Article V, including twice-yearly inspection under Sec. 22-139 and abatement authority under Sec. 22-140. Sec. 34-144 in the streets and sidewalks chapter separately confirms that nothing in the excavation and street-construction article repeals or amends any City ordinance requiring persons to plant or maintain a tree lawn between their property and the street curb, showing the City treats terrace tree plantings as a standing obligation layered on top of its own planting control.
