Rocklin, CA Tree Protection: Parkway Planting (2026)

Chapter 12.08 (Trees) within Title 12 (Streets, Sidewalks and Public Places) applies to trees in or overhanging the public right-of-way. Section 12.08.130 (Prohibited Acts) lists the core restrictions: (1) planting a tree in the city right-of-way contrary to the chapter; (2) constructing concrete, asphalt, brick, or gravel sidewalks or filling the ground around any street tree so as to shut off air, light, or water from the roots, except under written authority from the city manager; and (3) pouring any deleterious matter on or around a street tree, on the ground around it, or on any planting strip, lawn, or sidewalk. Section 12.08.020 provides definitions. The City also requires abutting property owners to maintain clearance: trees must be trimmed to a minimum 8 ft above the sidewalk surface and 14 ft above the street surface so as not to obstruct pedestrians or vehicles. Approved species lists and spacing requirements for parkway planting are administered by the Public Services / Engineering Division when a planting permit is issued.
