San Angelo, TX Water Use Rules: Leak Reporting Duty (2026)

Sec. 002(6) of the water conservation and drought contingency article defines "waste of water" to include two specific failures: allowing treated or raw city water, greywater, reclaimed water or well water to run off the property into a gutter, street, alley, ditch or drainage facility for more than 150 feet downgrade of where it entered, and failing to repair a controllable leak. Both are prohibited outright, with no minimum flow rate or time window before the duty to fix a leak attaches. The water utilities director administers the plan under Sec.

005(a) and oversees program verification and recordkeeping, while billing staff can adjust a customer's account under Sec. 036(b) when an unusually high meter reading is traced to a leak, a mechanical problem or another cause, though that bill adjustment does not excuse the underlying duty to repair. Sec. 006 enforces the waste-of-water prohibition the same way it enforces every other water conservation measure in the article: a documented first violation gets a verbal or written warning, and every violation after that is a class C misdemeanor citation.

Because "waste of water" sits inside the same conservation and drought contingency plan as the outdoor watering-hours and application-rate limits, a leak violation and a watering-schedule violation can both be cited to the same customer account, and each day the leak goes unrepaired after notice counts as a separate offense under the code's continuing-violation rule.
