Wylie, TX Water Use Rules: Leak Reporting Duty (2026)

Section 114-65, part of chapter 114's water article dating to Ordinance No. 63-1 from March 12, 1963, places the duty to report leaks on the city's own workforce rather than on customers. It requires 'all employees of the city, including officers and members of the police force,' to report to the superintendent of the waterworks, on blanks the superintendent furnishes for the purpose, any leaks or unnecessary waste of water that come to their attention, as well as any violation of the water article. The superintendent's broader duties appear in section 114-61: he administers the whole waterworks system, including engine houses, pumps, reservoirs, standpipes, elevated tanks, pipelines, hydrants and meters, inspects pipelines regularly, makes needed repairs, and must report violations of the article to the city manager for prosecution.

Reading the two sections together, a police officer or public works crew that spots a broken hydrant, running main or wasted water is required to route that report to the superintendent's office rather than leaving it to a resident complaint. The article's prohibited-acts section, 114-62, separately bars anyone from tampering with hydrants, valves, meters or waterworks property, which is the kind of violation section 114-65 obligates city staff to flag. No fine is written into section 114-65 itself, since it creates a duty for employees rather than an offense for the public.
