Broomfield, CO Water Use Rules: Recycled Water Rules (2026)

Chapter 13-32, B.M.C. governs Broomfield's reclaimed wastewater (recycled water) system, run jointly by the city and its water reclamation enterprise. The chapter applies only to direct reuse of reclaimed wastewater, or reclaimed water blended with nonpotable surface or ground water, for landscape irrigation of parks, greenbelts, golf courses, and common areas at apartment, townhouse and commercial complexes (13-32-020). Broomfield adopted Colorado Water Quality Commission Regulation #84, the Reclaimed Domestic Wastewater Control Regulation, and applies all of its requirements to every reclaimed water user (13-32-030). Because supply is limited, allocations are made by separate contract only, and Regulation #84 bars allocating reclaimed water to individual homeowners' lots (13-32-040).

Connecting to the reclaimed system without a specific contract is unlawful (13-32-050). New contracts pay a one-time $14,350.00 connection fee (13-32-060), a fixed monthly charge that scales with meter size (from $11.45 for a 3/4-inch meter up to $610.40 for an 8-inch meter), and a volume charge of $1.51 per 1,000 gallons; exceeding a contract's allocation in a calendar year triggers a surcharge of ten times the normal rate for the excess (13-32-070). The city may terminate service for noncompliance with the chapter, the user's contract, or Regulation #84, without reimbursing any fees the user already paid, including the connection fee (13-32-090).
