Broomfield, CO Animal Ordinances: Pet Groomer Rules (2026)

Section 17-25.1-050(A) lists the uses permitted in the Transitional Overlay Area District, the zoning overlay applied under section 17-25.1-010 to rural residential neighborhoods adjacent to principal arterial streets identified in the Broomfield Comprehensive Plan. Subsection (A)(2) names dog grooming, together with beauty shops, as a permitted personal service use, alongside the office uses in subsection (A)(1), which include medical and veterinary clinics, and the other permitted uses in subsection (A)(3), such as bed-and-breakfast inns, art galleries, live/work space, and day care facilities. A dog grooming business in the transitional overlay must still meet the overlay's general development requirements: total lot coverage capped at 20% of the lot under subsection (B), a one-acre minimum lot size under subsection (C), a 35-foot maximum building height under subsection (E), and building materials that are at least 50% masonry on walls facing the street under subsection (G).

The overlay also requires nonresidential buildings to emulate a residential building character, with gable roofs and residential massing under subsection (H), and bars drive-thru facilities and on-street parking on the arterial roadway under subsection (L). Outside the transitional overlay, the underlying general commercial districts such as B-1 and B-2 permit personal service shops generally without naming dog grooming specifically, so the transitional overlay is the only place in Title 17 where grooming is called out by name.
