Broomfield, CO Animal Ordinances: Pet Store Rules (2026)

Chapter 6-40, Pet Shops, opens at § 6-40-010 by making it unlawful to operate a pet shop in the City and County of Broomfield without a license, a rule dating to Ord. 233, Art. IX, adopted in 1975. Section 6-40-030 sets the annual license fee at $50.00, the same fee charged to commercial kennels under § 6-36-070. Section 6-40-020 folds most of the kennel chapter into pet shop regulation: the state-license requirement, the humane officer's inspection certificate, license renewal between January 1 and March 1, and the humane officer's power to suspend or revoke a license under §§ 6-36-030 through 6-36-060 and 6-36-080 through 6-36-110 all apply to pet shops as written.

Section 6-40-040 requires every pet shop to operate inside a totally enclosed building; animals cannot be kept in outside runs or pens for any reason. Sections 6-40-050 and 6-40-060 bar selling or offering for sale any sick or injured animal, or any animal too young, unweaned, or weak for a sale to be safe for it. The chapter contains no provision limiting where a pet shop may source its animals and no adoption-only mandate; it regulates licensing, confinement, and the condition of animals offered for sale, not the supply chain behind them.

The Department of Community Development issues most city business licenses, and the humane officer, working with Police animal services, certifies compliance and can pull a license found in violation.
