Georgetown, TX Water Use Rules: Recycled Water Rules (2026)

Sec. A limits the entire Drought Contingency Plan Regulations chapter to people who use, direct, or manage potable water supplied by the City of Georgetown, and expressly states the chapter does not apply to a person when that person only uses, directs, or manages reclaimed water or water not supplied by the City. Sec. 2 restates this as an affirmative exemption available during every drought stage, stage 1 through emergency stage 4: the use of reclaimed water that is not mixed with or supplemented with potable water received from the City is exempt water use during those periods, meaning irrigation with reclaimed water continues even when Sec.

B or Sec. B would otherwise ban all outdoor irrigation for potable-water customers. Sec. B builds the same protection into the enforcement process as an affirmative defense: if the water use that triggered a violation notice utilized only reclaimed water or water not provided by the City, and did not endanger public health, safety, or property or constitute water waste, that is a defense to the charge. Reclaimed water customers are also billed differently on the general Utility rate schedule, which lists 'Customers utilizing reclaimed water' as a distinct nonresidential rate category alongside irrigation-only meters and evaporative cooling customers.
