Sahuarita, AZ Water Use Rules: Turf Replacement Rebates (2026)

73 of the Sahuarita Town Code sets performance standards for landscaping in every development. 030(G) governs groundcovers, and paragraph 2 prohibits turf use outright, subject to five listed exceptions: town of Sahuarita public parks; private parks that serve more than one neighborhood; private parks that serve only one neighborhood or a multifamily development, capped at 15 percent of the total park area; private schools; and golf courses. Outside those categories, applicants must landscape with native or transplanted desert plants, container plants, seeded desert species or inorganic groundcovers rather than turf grass, consistent with the chapter's broader preference for desert landscape design.

030(G)(1), so even non-turf sites must mix in live plants. Turf applications larger than 10 acres, the kind used for large public parks, school campuses, institutions and cemeteries, fall outside this town rule entirely: those are regulated instead by the Arizona Department of Water Resources under the Tucson Active Management Area plan. 59 of the town code. 060 requires every landscape plan to be sealed by a registered landscape architect and reviewed by the planning and building department before a development plan, final plat or building permit is issued, and landscaping must be finished before the town issues a final certificate of occupancy.
