1.7.2.1 Certificates of Density Bonus shall be issued by the Planning Official in conjunction with the Office of the City Attorney to a developer, builder, or property owner having met the requirements of some Density Bonus program specified by this Code; each such Certificate shall be uniquely identified, shall indicate the specific lot or parcel through which the Bonus was generated, under what program the Bonus was generated, the number of Equivalent Housing Units awarded for the Bonus, whether the Bonus is transferable to a site other than the one from which it was generated... ... 1.7.2.2 Density Bonuses shall be valid for no more than ten years from date of issue. Within that period proof of Density Bonus shall be submitted with any application which makes use of such Bonus. No less than one-half unit of a Density Bonus may be redeemed at one time.

The Code does not set a separate penalty schedule for Density Bonus abuse; a certificate obtained by misrepresentation or redeemed against a program's unmet requirements would be void, and building under a false or expired certificate would be treated as unpermitted construction subject to the City's general building-permit enforcement and stop-work authority.
