Summary
Development in Orlando's AC-3A downtown district must clear Appearance Review Board (ARB) review under City Code § 62.500, and any building inside the mapped Downtown Facade Guidelines Area (Figure 46) must follow the Facade Design Guidelines the Downtown Development Board adopted under § 62.503. Parking garages fronting Pedestrian Streets face added design rules, and the AC-3A district itself carries no general height cap.
Sec. 62.500. - General Requirements. ARB Review Required. Projects falling within the Downtown Development District and the Community Redevelopment Agency District are subject to review by the Appearance Review Board (ARB). The ARB, in conjunction with the Planning Official and/or other respective boards, is responsible for making all determinations regarding intent of the design criteria listed below. Requests for variations to these criteria must be submitted in writing, with all required support information, to the ARB and all other appropriate reviewing agencies.
Sec. 62.503. - Downtown Facade Guidelines Area. The area shown in Figure 46 shall be known as the Downtown Facade Guidelines Area. Within this area, the design of all building facades shall be in accordance with the Facade Design Guidelines established by the Orlando Downtown Development Board, as set forth in Chapter 65.

Full Breakdown
Part 5 of Chapter 62 lays out design standards specific to the AC-3A district, downtown Orlando's core activity center. 500 requires ARB review for any project inside the Downtown Development District or Community Redevelopment Agency District, working alongside the Planning Official and other boards to interpret the design criteria; anyone seeking relief from the criteria must file a written variation request with full supporting information. 501 confirms AC-3A carries no general building height limitation, though the Downtown HP Historic Preservation Overlay's own height limits still apply within that overlay, and Orlando-Orange County Airport Zoning Board regulations govern the whole downtown district.
502 requires parking garages and lots fronting Pedestrian Streets and Malls to devote at least 75% of ground-floor frontage within Downtown Parking Zone A to active uses other than parking, offices, light retail, personal services, entertainment, or, outside Zone A, to provide a 20-foot landscaped pedestrian setback unless active ground-floor uses are already present; garage facades must also achieve architectural unity with the buildings they serve. 503 zeroes in on the mapped Downtown Facade Guidelines Area shown in Figure 46, requiring every building facade there to follow the Facade Design Guidelines the Orlando Downtown Development Board adopted under Chapter 65's board-and-officer duties provisions, meaning facade materials, articulation, and detailing are reviewed against that separate downtown-specific guideline document rather than the citywide Chapter 62 standards alone.
Violations & Fines
Building or altering a facade inside the Downtown Facade Guidelines Area without following the Downtown Development Board's Facade Design Guidelines, or completing AC-3A construction without the required ARB review under § 62.500, means the project can't receive design approval. The ARB and Planning Official can withhold sign-off, require revised plans, or refer noncompliant parking-garage frontages back for redesign until the 75%-active-use or setback standards of § 62.502 are met.
