Summary
Schaumburg regulates its historic downtown crossroads through the Olde Schaumburg Centre (OSC) Overlay District under Village Code § 154.195, layering pedestrian-oriented design rules, near-zero front setbacks and a front-yard parking ban on top of the underlying zoning at Schaumburg and Roselle Roads.
(A)General Purpose: The purpose of the Olde Schaumburg Centre (OSC) Overlay District is to provide a regulatory framework that will enable the unique, turn of the century character of the area at the crossroads of Schaumburg and Roselle Roads to be preserved and to encourage compatible new development. The village seeks to strengthen the aesthetics and economics of the village centre by enabling the development and/or redevelopment of quality retail, commercial, office and residential uses in a village centre setting... The OSC overlay district is designed to accomplish these purposes by doing the following:(1)Regulating building location with a zero (0) or small setback to create an intimate streetscape character and pedestrian-oriented environment;(2)Prohibiting parking in front yards, except in limited situations, to create a pedestrian focused rather than automobile focused environment...;(3)Prohibiting drive-through facilities and automobile related uses to encourage a pedestrian focused rather than automobile focused environment.

Full Breakdown
195(C); where the two conflict, the overlay controls. Its stated purpose is to preserve the area's turn-of-the-century character while allowing quality retail, commercial, office and residential redevelopment in a walkable village centre setting. 195(K)(1) sets a front and corner side yard building setback of a minimum of zero feet and a maximum of twenty feet along Schaumburg and Roselle Roads, and bans off-street parking and loading in front and corner side yards except limited exceptions, pushing any parking behind or beside buildings. 195(A) also prohibits drive-through facilities and automobile-related uses outright to keep the district pedestrian-focused.
195(J)(1), and cyclone or wire fences are banned entirely. 195(J)(2). 195(D). The section has been amended repeatedly since its 1961 origin, most recently by Ordinance 23-028 (2023) and Ordinance 22-024 (2022).
Violations & Fines
Building without the required OSC site plan review and village board approval, or building outside the zero-to-twenty-foot front setback band, is a zoning code violation enforced through Schaumburg's Community Development Department and the standard building permit process; noncompliant construction can be denied a permit or, once built, ordered corrected. Parking placed in a front or corner side yard beyond the fifteen percent frontage allowance, or an installed cyclone fence, is likewise a code violation subject to a stop-work order or removal directive.
