513(E)(3) sets the city's utility-fee policy for accessory dwelling units. Except as provided in subsection (3)(b), a new accessory dwelling unit must obtain a separate new utility connection and pay a connection fee or capacity charge set by state law and the city's fee schedule. The exception matters for anyone converting existing space: no new or separate utility connection, and no related connection fee or capacity charge, is required when the ADU is an internal conversion of existing space within a single-family residence or a permitted accessory structure already built as habitable space.

Beyond utility fees, an applicant still pays the standard Zoning Administrator Permit fee at time of submittal under subsection (E)(1)(h), and the permit application is otherwise processed alongside the building permit rather than as a separate track. 513(G)(3)(c): no new or separate utility connection and no connection fee for water, sewer, or power is required at all for a JADU, reflecting that a JADU must be built entirely within an existing home's walls and cannot add the same service demand as a new detached structure.
