Code §65852.2(f)(3)(A): no impact fees on ADUs under 750 sq ft, and proportional charging only above that threshold. §9.295.020.D.3 forecloses water/sewer 'connection fees or capacity charges' that treat the ADU as a new residential use. §9.295.020.E.2.q permits a connection fee only for a new or separate utility connection between the ADU and a utility, proportionate to plumbing fixtures or ADU size, and only when required by the utility (consistent with Gov. Code §65852.2(f)(4)). §9.295.020.E.4.m treats the JADU as part of the primary dwelling for water, sewer, and power connection-fee purposes. The Eastern Municipal Water District (EMWD) provides water and sewer service to most of Menifee — separate EMWD capacity charges may still apply on new connections.
