Garage conversions must still comply with all building code requirements including the 2024 ICC codes (effective January 2026) and 2023 NEC for electrical. Proper ventilation, egress windows, insulation, and fire separation may be required to convert a garage to habitable space. Plumbing connections for kitchen and bathroom facilities must meet code. HOA restrictions may still prohibit or limit garage conversions regardless of city zoning approval.
Unpermitted conversions are code violations subject to correction orders. Structures converted without proper building permits cannot be legally occupied. Fire and safety code compliance is required for habitable space conversion.
