350 flatly prohibits keeping ponies, horses, mules, jennets, bulls, cows, calves, sheep, hogs, pigs, goats, minks, rabbits, skunks, ducks, geese, pigeons, chickens, turkeys, bees (including honeybees), or other domestic animals, fowl or bees on any premises in Florissant except as the rest of Article IV allows. 360. The applicant files a written application with the City's Health Department that must include the location and facilities to be provided, the size of the premises, detailed dimensioned drawings of any pens, cages or hive housing, the number of hives or colonies and the purpose of keeping them, and, if applicable, a State-licensed veterinarian's letter on any health risk.

Critically, the applicant must also notify every contiguous property owner and obtain written consent from a majority of them before the application can proceed. Once the Health Department signs off, the application goes to the City Council for final approval or denial, and an approved permit runs for three years from the date of Council approval unless the Council revokes it sooner after a hearing. 390 separately requires any bees kept under such a permit to be securely enclosed, with the enclosure kept clean, sanitary and free of offensive odor, cleaned at least every twenty-four hours. 370 exempts land actually used and operated as a farm from the entire permit scheme.
