Norman, OK Animal Ordinances: Cat Rules (2026)

NCC 4-503 makes it unlawful to knowingly or unknowingly let a cat run at-large unless the cat is altered, current on vaccinations required elsewhere in the chapter, wearing a collar with an identification tag, and carrying a registered microchip with accurate, current owner information, though the cat can still be cited as a nuisance animal under NCC 4-101 and NCC 4-509 regardless. All dogs and cats must be confined to the owner's premises if the Mayor declares a rabies-outbreak state of emergency. Separately, NCC 4-510, adopted by Ord.

O-2425-23 on 2/25/2025, exempts community cats from the stray, at-large, and other ownership-based provisions of the chapter. A community cat caregiver may feed, water, and shelter a community cat, and trap-neuter-return (TNR) is authorized for caregivers and 501(c)(3) nonprofits in good standing, with spay/neuter and rabies vaccination required under a licensed veterinarian's supervision. A community cat picked up by Norman Animal Welfare or a veterinarian from a caregiver can be returned to where it was trapped with no hold period unless it needs veterinary care, and a caregiver conducting TNR is not deemed to have abandoned the cat by returning it. Caregivers may reclaim impounded, ear-tipped community cats without proof of ownership solely to return them to their original location.
