NCC 4-101 defines "at-large" as an animal that is off its owner's premises and not securely and physically restrained by a harness, leash, or other restraining device, or that isn't confined on the owner's premises or kept at heel while there. NCC 4-503 builds directly on that definition: no person may knowingly or unknowingly permit a dog to be at-large anywhere within Norman city limits, and any dog caught at-large is subject to impoundment and the owner is subject to citation. The "knowingly or unknowingly" language means an owner doesn't get an intent defense just because the dog slipped a gate or dug under a fence; the at-large status alone triggers enforcement.

Cats get a narrower version of the same rule: a cat can be at-large without violating the section only if it is altered, current on required vaccinations, wearing a collar with an identification tag, and carrying a registered microchip with accurate owner information, though a roaming cat can still be treated as a nuisance animal under separate provisions even when those conditions are met. The section also gives the City emergency authority: if the Mayor declares a rabies outbreak within Norman, every dog and cat in the city must be confined to the owner's premises regardless of the animal's normal at-large status.
