060(D)(3) governs cat and dog breeding separately from the City's general four-pet residential keeping limit. Under Subsection (a), breeding no more than four adult cats (cats over four months old) with a limit of two litters per household per calendar year is allowed in all residential zones without a Conditional Use Permit; a Home Occupation Permit is still required if the cats are sold. Once breeding activity reaches five or more cats, Subsection (c) requires a Conditional Use Permit and restricts the use to properties with a detached single-family dwelling.

Under that permit, the household is capped at 12 adult cats and two litters per calendar year, and the operation must meet Ventura County Animal Regulation Department health and safety specifications, hold a current County kennel license, and undergo an annual County inspection with a copy of the report filed with the City. A Home Occupation Permit is still required to sell the cats, they must be housed in the principal dwelling except when under the owner's full control, and any kittens or cats under four months that push the household over its permitted limit must leave the property within four months of birth.

The property owner must certify each cat's age or birth date through a licensed veterinarian on City request, and the City can inspect the property with 24 hours' notice to confirm the CUP conditions are being met.
