Lincoln Municipal Code Section 6.04.040 governs pigeons, small animals, and fowl permits. Residents may keep up to 2 hens or 6 bantams without a permit. A permit from Animal Control allows keeping additional fowl up to limits set by Table 6.04.040 based on lot size, with a maximum of 20 hens on qualifying properties. LMC 6.04.041 prohibits keeping roosters within city limits. Fowl enclosures must be at least 50 feet from any neighboring residence and 5 feet from property lines. Pen square footage must equal at least 3 times the number of fowl kept. Birds under 30 days old or kept indoors are excluded from the count. Enclosures must have hard-surface floors unless the lot exceeds 6,500 square feet. All fowl must be kept in clean and sanitary conditions. The permit fee is approximately $50.
