Pasadena regulates animals under Chapter 6 (Animals and Fowl). Livestock keeping is addressed through nuisance provisions. Areas where animals are kept must be clean and sanitary. The city requires all animal areas to be properly maintained.
Chapter 6 of the Pasadena Code of Ordinances covers Animals and Fowl. Pasadena is a non-zoned city, so there are no zoning-based restrictions on livestock. However, animals must be properly restrained, areas must be clean and sanitary, and animals creating nuisance conditions (noise, odor, health hazards) are subject to enforcement. Barbed wire pasture fences for livestock are permitted without a fence permit per Sec. 9-3(3). The city's industrial and suburban character means some areas may have deed restrictions prohibiting livestock. Any animal creating noise that unreasonably disturbs neighbors is a violation under Sec. 20-1(d) regardless of decibel levels.
Nuisance animal violations: fine up to $500. Unsanitary conditions may result in additional health code violations.
