Pasadena enforces noise under Sec. 20-1 with a 75 dB(A) absolute peak limit at any property boundary at all times. Between 10 PM and 7 AM, residential areas have a stricter 5 dB above ambient limit. Fines up to $500 per offense per day.
Pasadena Code Sec. 20-1 establishes comprehensive sound and vibration standards. A peak sound pressure level of 75 dB(A) at any receiving property boundary is unlawful at any time. During nighttime hours (10 PM to 7 AM), a peak level of just 5 dB above ambient is unlawful on residential property, and 10 dB above ambient on nonresidential property. Sound amplification equipment audible at 50 feet from a building or vehicle is prima facie evidence of a violation. Vibration detectable without instruments at any receiving property is also unlawful. Exemptions include emergency vehicles, emergency utility work, city-sponsored events, and aircraft/railroad operations. Power tools and lawn equipment are exempt between 7 AM and 8 PM if under 85 dB(A). Air conditioning units are exempt if under 65 dB(A) at 15 feet.
