Rockville permits up to five hens on single-family lots with a $25 permit under Ordinance 12-15. No roosters. Coops must be 5 feet from property lines and 40 feet from neighbors.
Under Rockville Ordinance 12-15, adopted in 2015, residents of single-family detached homes may keep up to five female chickens (hens) for personal use after obtaining a city permit costing $25 payable by check or money order. Applicants must submit a site plan showing the coop location and must notify next-door neighbors of the permit request. The chicken enclosure must be at least 5 feet from all property boundaries and at least 40 feet from any home on adjacent lots. Coops must provide at least 2 square feet per chicken indoors with access to an outdoor run. Roosters are prohibited. Chickens are not allowed on townhouse properties. The keeping of larger livestock including horses, cattle, goats, sheep, and pigs is not permitted in residential zoning districts. Chickens must be kept in clean, sanitary conditions and the coop must be maintained to prevent odor, pest attraction, and noise complaints. Eggs may be consumed by the household but commercial sale from a residential property requires compliance with home occupation and cottage food regulations.
Keeping chickens without a permit, exceeding the five-hen limit, or keeping roosters may result in code enforcement action and a notice of violation. Unsanitary coop conditions may trigger animal control or health department complaints.
