Under Rockville City Code Chapter 3 and Montgomery County Code Chapter 5, all dogs must be kept on a leash when off the owner's property. A dog is considered at large if it is outside the owner's premises and not leashed, unless it is a service dog, in a designated off-leash dog exercise area within a park managed by Maryland-National Capital Park and Planning Commission, or participating in an approved activity such as a dog show or training event. The first offense for allowing a dog to run at large carries a $100 fine, with $500 fines for each subsequent violation. All dogs, cats, and ferrets 4 months old and older must be licensed annually through the City of Rockville with proof of a current rabies vaccination. Pet licenses are available through the city and must be renewed each year. Dog owners are responsible for immediately cleaning up pet waste on public property and on the property of others. Montgomery County Animal Services handles complaints about dogs at large and can investigate repeated violations.
