Albuquerque HEART Ordinance (ROA Ch. 9, Art. 2) β all dogs must be on a leash no longer than 8 ft when in public, held by a person capable of controlling the animal. Verbal commands do not constitute control. Off-leash allowed only in designated dog parks.
Under Albuquerque's HEART Ordinance, companion animals must be restrained by a leash no longer than 8 feet long when on city streets or in public places, held by a person capable of controlling the animal. Verbal commands alone do not constitute control, and allowing an animal to be at large is a violation. Off-leash exercise is permitted only within designated dog park areas. Dogs must be leashed when outside the boundaries of off-leash exercise areas. The city provides multiple dog parks with shade and water facilities.
$200 first violation, $300 second, $500 each subsequent. Criminal charges possible for repeat offenders.
