The Town of Apple Valley requires every dog off its owner's property to be on a leash. Under Town Code Title 15, a dog must be restrained by a substantial leash not to exceed six feet in length and held by a person competent to restrain it. Apple Valley is an incorporated Town that runs its own Animal Services department (Field and Shelter Services at 22131 Powhatan Road), so the leash rule is set by the Town's own Municipal Code Title 15, not by San Bernardino County. The Town states that all dogs must be on a leash any time they are off their property, whether at a park, on the street, or in an open field. The code requires that a dog be restrained by a substantial leash not to exceed six feet in length and be in the charge of a person competent to restrain the dog, who must be able to control it at all times. There is no leash requirement for cats. Any dog found running at large, running loose, or unrestrained may be impounded by the Animal Control Officer and held in accordance with California Food and Agricultural Code Section 31108. A licensed dog need not wear its license tag while on its own property, but any time the dog is off its property it must wear its current license affixed to its collar. The Town has not officially published a designated off-leash dog park in these sources, so dogs should be leashed in all public areas. Apple Valley's heavily equestrian, large-lot character means dogs frequently share roads and trails with horses, making leash control especially important.
A dog running at large, loose, or unrestrained off the owner's property may be impounded by the Town Animal Control Officer and held under California Food and Agricultural Code Section 31108; the owner must pay impound and redemption fees to reclaim the animal. A dog off-property without its license tag affixed to its collar also violates the Town Code.
