010 adopts by reference for Articles 1 through 9 (excluding three named sections). 040 supplies the city's own 'at large' definition: a dog is at large when it is off the premises of its owner and not under restraint by a leash controlled by the owner or custodian. Three exceptions apply. A dog is not at large while it remains under its owner's control or direction in a public area expressly designated for dog exercise; while off-leash for the purpose of being shown at an animal show; or while off-leash under a permit issued by the city manager or designee for obedience training, provided the permit is carried and shown to any peace officer or enforcement officer on request.

050 sets the penalty structure for violations of the entire dogs article as an infraction: a fine of not more than one hundred dollars for a first offense, not more than two hundred dollars for a second offense within the same calendar year, and not more than five hundred dollars for each further offense in that year. 030 carries over the county's dog-licensing penalty schedule by reference: a fifteen-dollar penalty on top of the license fee for failing to obtain a required license, with an exception for dogs that have been subject to the licensing requirement for ten days or less.
