To trespass upon any street or other public property unless the dog is: (a)Under immediate physical control of the owner or other responsible person by confinement in a vehicle; or (b)Under the immediate physical control of the owner or other responsible person by means of a chain, rope, cord, or leash of not more than six feet in length and of sufficient strength to control the actions of the dog.

Section 7.12.010 requires every dog on a street or public place to be under immediate physical control: either confined in a vehicle or held on a chain, rope, cord, or leash no longer than six feet and strong enough to control the dog. On private property the owner must use a substantial fence, keep the dog indoors, or tether it on a leash of at least ten feet. Separately, § 7.09.010 makes it unlawful for any animal, including fowl, to be at large anywhere in the city at any time.
