Notwithstanding any other provision of this article, no license shall be issued for a gorilla, orangutan, baboon, macaque or chimpanzee because of such animals are considered to constitute a public nuisance per se; provided macaques that were kept or harbored within the City limits prior to March 23, 2006, shall be eligible for a license pursuant to the provisions of this article.(e)Notwithstanding any other provision of this section, the Shelter Supervisor may exempt a particular non-human primate from the requirement for a particular test and authorize the issuance of a license without such test if the Shelter Supervisor in consultation with the licensed veterinarian attending the animal, determines that conducting such test on the animal would pose a serious hazard to the animal's life or health and if the person owning, possessing, keeping or harboring the animal files and affidavit with the Shelter Supervisor that the animal will be kept confined in the home of such person and will not be taken out in public.(f)Except as provided by Section 7.32.060 of this article, the provisions of this section shall not apply to non-human primate breeders.
