120(A) makes it unlawful for an owner or custodian to suffer, allow or permit a dog or other domesticated animal to run, be, or remain at large on any public street, road, alley, park, square or other public place, or on private property belonging to someone else without that owner's consent. The section defines 'running at large' broadly: an animal is at large unless it is tied, restrained by a chain, strap or cord not exceeding six feet in length attached to its collar and actually held by a person, restrained in a vehicle, or staked, fastened or securely enclosed on the owner's property.

A dog is not considered securely enclosed if it has demonstrated the ability to escape that enclosure, closing the loophole for a fence a dog has already broken out of. Subsection B adds a separate restriction on female dogs and cats in heat, requiring them to stay inside a house, garage, building or secure enclosure except while exercising under strict owner control.
