08's prohibited and limited animals scheme, sets the household cap. Subsection A makes it unlawful to harbor, keep or have more than five domesticated animals in excess of four months of age within a single household, counting any combination of species together rather than per-species. Subsection B separately limits litters: a household may not keep more than one litter of puppies or kittens during any twelve-month period. Both limits carve out an exception for a licensed business operating in a zoning district that permits it under Title 17, the city's development code, so a properly permitted kennel, breeder or pet-related business is not capped the same way a residential household is.

010(A) to mean nonferal animals commonly kept as household pets, expressly listing dogs, cats, nonpoisonous reptiles under six feet, and rabbits, so the five-animal cap reaches beyond just dogs and cats to any combination of those categories. 050 gives the animal control officer authority to conclusively determine an animal's age when there is a dispute and no veterinary or sworn proof is available.
