Summary

Rockford dogs must be leashed on public property or securely confined at home: an unleashed dog off its own property is legally "running at large."

All dogs on public sidewalks, parkways, streets and other public property must be controlled by a leash, or the dog(s) shall be considered running at large. ... Any person owning, harboring, or controlling a male or female dog ... shall always keep such animal from running at large by either: a. Securely confining such animal within an adequate fence or enclosure, or b. Securely confining such animal within a house, garage, or other building, or c. Accompanying the animal on a leash.

Full Breakdown

City ordinance bans letting a dog run at large. Every dog on a sidewalk, parkway, street or other public property must be controlled by a leash or it counts as running at large. On the owner's own property, a dog must instead be kept inside a secure fence or enclosure, inside a building, or on a leash: free roaming even in an unfenced yard violates the code. Invisible-fence users must post a visible sign at the right-of-way, and no dog may be left unattended in a fenced yard or on invisible fencing for more than 20 minutes between 10 p.m. and 7 a.m.
