The City of Stafford's Animal Control division, operating under Code Compliance, enforces Chapter 10 leash and restraint rules. Any animal found unaccompanied or at large within city limits is taken to the Houston Humane Society for sheltering. Owners must reclaim their pets within five days and pay applicable shelter fees, after which custody transfers from the city to the Houston Humane Society. Dogs declared dangerous must be kept in a secure enclosure or under leash at all times. Stafford does not operate its own shelter, instead contracting with Houston Humane Society for impoundment services.
Allowing a dog or other animal to run at large off the owner's property without restraint, failing to confine a dangerous dog, or failing to reclaim an impounded pet within five days may trigger fines, shelter fees, and forfeiture.
