Under Chapter 176 (Animals and Animal Establishments), no dog shall run at large at any time in Toms River Township. Any dog in any public place or on any public highway or sidewalk must be on a leash not exceeding 8 feet in length and in the immediate custody and control of its owner or custodian. 'At large' is defined as off the premises of the owner and not securely fastened to a tether, leash, cord, or chain. Dogs engaged in hunting or training for hunting must be in the immediate control, custody, and management of their owner. All dogs must be licensed and bear evidence of licensing at all times per NJ state law. Dog shelters must be suitably sized, moisture-proof, windproof, ventilated, and raised at least 2 inches from the ground.
