Union City Municipal Code Chapter 8.22 requires dogs off the owner's property to be restrained by a substantial leash no longer than six feet, held by a competent person. Enforcement and sheltering are handled through the Fremont-run Tri-City Animal Shelter.
Under Union City Municipal Code Chapter 8.22 (Domestic Dogs), a dog off its owner's premises must be securely restrained by a substantial leash not exceeding six feet and be in the charge and control of a competent person. The city operates a partnership with Fremont's Tri-City Animal Shelter, 1950 Stevenson Boulevard, Fremont, which provides sheltering, licensing, and field services for Fremont, Newark, and Union City. Union City Police Department Animal Services Officers respond to leash, stray, and nuisance complaints under PD Policy 817. Dogs found loose in violation of leash rules are picked up and impounded. Cats are exempt from the leash law.
Dogs running at large are impounded at the Tri-City Animal Shelter, and owners pay impound and daily boarding fees to reclaim them. Dogs impounded twice or more must be spayed or neutered and microchipped before release.
