Lake Havasu City, AZ Animal Ordinances: Mandatory Spay/Neuter (2026)

Chapter 6 has no citywide mandate that every dog or cat be spayed or neutered; the requirement is narrower and appears in three separate, targeted provisions. First, § 6.12.060(A) bars an animal shelter from releasing a dog or cat for adoption unless it has been surgically spayed or neutered, meaning the mandate attaches only to animals leaving city custody through adoption, not to pets already owned. Second, § 6.04.030(B)(1) uses a financial incentive rather than a command: an owner can receive a discounted dog license fee for an altered dog by providing verification that the dog is spayed or neutered with the license application, alongside separate discounts for senior owners, multi-year payment, service animals, and search-and-rescue dogs.

Third, § 6.16.040(C) makes sterilization a court-ordered consequence of a specific violation: once an animal has been declared aggressive and the owner is found in violation of that section, the court can order the animal spayed or neutered at the owner's expense, with proof of alteration due to Animal Control within 14 days of sentencing, and failure or refusal is itself a further violation. Together these show the city using alteration as an adoption condition, a fee incentive, and a judicial remedy for a documented aggressive-animal violation, rather than as a blanket requirement on every animal owner in the city.
